A bounded runtime governance review page.

The packet is designed for third-party critique, not for certification claims. It packages documentation, implementation context, test-evidence notes, review prompts, and traceability materials around an existing local runtime prototype.

HIR/OAM scope

HIR means Honesty, Integrity, Respect. OAM means Outsourced Agency Model. This packet treats HIR/OAM as a systems-integrity lens for runtime pressure, not as a consciousness claim.

HIR baseline

The stability baseline: truthfulness, structure, accountability, dignity, correction paths, and respect for human agency under pressure.

OAM diagnostics

A fault-test lens for where decision-making, accountability, repair, or pressure gets displaced into systems, tools, institutions, or users.

Pressure form

The compact operational question: what stays stable when pressure rises, what degrades first, and whether repair returns to the harmed layer.
