A review-facing packet for the Primordial Code / HIR-OAM runtime governance prototype: bounded runtime behavior, pressure-state mapping, provenance, audit chains, degradation detection, red-team pressure, and repair-return review.
HIR means Honesty, Integrity, Respect. OAM means Outsourced Agency Model. This packet treats HIR/OAM as a systems-integrity lens for runtime pressure, not as a consciousness claim.
The stability baseline: truthfulness, structure, accountability, dignity, correction paths, and respect for human agency under pressure.
A fault-test lens for where decision-making, accountability, repair, or pressure gets displaced into systems, tools, institutions, or users.
The compact operational question: what stays stable when pressure rises, what degrades first, and whether repair returns to the harmed layer.
