Primordial Code Runtime Governance Review Packet

Pre-validation implementation artifact · v0.1

Runtime governance under pressure.

A review-facing packet for the Primordial Code / HIR-OAM runtime governance prototype: bounded runtime behavior, pressure-state mapping, provenance, audit chains, degradation detection, red-team pressure, and repair-return review.

Sₜ = AₜBₜ − Pₜ

HIR/OAM scope

HIR means Honesty, Integrity, Respect. OAM means Outsourced Agency Model. This packet treats HIR/OAM as a systems-integrity lens for runtime pressure, not as a consciousness claim.

HIR baseline

The stability baseline: truthfulness, structure, accountability, dignity, correction paths, and respect for human agency under pressure.

OAM diagnostics

A fault-test lens for where decision-making, accountability, repair, or pressure gets displaced into systems, tools, institutions, or users.

Pressure form

The compact operational question: what stays stable when pressure rises, what degrades first, and whether repair returns to the harmed layer.

Sₜruntime stability / integrity state at time t
Aₜagency, accountability, verification, and alignment gate
Bₜprotected baseline: truth, provenance, dignity, continuity
Pₜpressure: acceleration, drift, adversarial load, incentives

What the packet contains

The ZIP is organized as a reviewer packet. It is meant to be opened, inspected, challenged, and improved.

Documentation

  • README-first orientation
  • Executive summary
  • Claims boundary
  • Runtime governance implementation map
  • Reviewer runbook
  • Public field-test context

Review assets

  • AI safety review prompt
  • Software review prompt
  • Policy/governance review prompt
  • Red-team review prompt
  • Reviewer checklist
  • Issue template
  • HIR/OAM traceability matrix

Review lanes

This page is built to invite serious review without overstating maturity. The desired result is pressure, correction, reproducibility feedback, and clearer boundaries.

Software review

Inspect runnable structure, code organization, testing posture, CLI behavior, audit-chain behavior, failure handling, and reproducibility.

AI safety / runtime governance

Evaluate whether the runtime pattern usefully maps bounded action, route decisions, drift, telemetry, containment, and human oversight.

Red-team pressure

Stress the claims boundary, misuse risks, failure modes, hidden OAM traps, false positives, false negatives, and governance capture risks.

In scope

  • Bounded runtime behavior
  • Pressure-state mapping
  • Audit chains and provenance
  • Degradation detection
  • Repair conversion and reviewability
  • Human-led correction loops

Out of scope / not claimed

  • Not production safety infrastructure
  • Not clinical software
  • Not an AGI claim
  • Not a consciousness claim
  • Not certified compliance
  • Not a guarantee of safety or correctness
